Yes. Arkansas has no crypto-specific licence: money transmission is licensed by the Arkansas Securities Department, crypto kiosks have their own rules, and a 2023 law bars local governments from discriminating against crypto miners.

Money transmission in Arkansas falls under the Uniform Money Services Act, run by the Securities Department. We could not open the Department’s site or the legislature’s from our network, so the points on Arkansas law below rest on law-firm summaries and news reports, each named where it is used. Federal rules from the SEC, CFTC, Treasury and IRS apply on top, as in every state, and offshore exchanges that refuse US users refuse Arkansans too. Both are covered in our United States guide.

According to Arkansas Business, Act 851 of 2023 took effect on 1 August 2023 and stops local governments from discriminating against digital asset mining businesses. We found no Arkansas law on self-custody and no state bitcoin reserve law.

Which crypto licences does Arkansas require?

No crypto-specific licence. A company that moves customers’ money needs a money transmitter licence from the Securities Department. Of the seven US exchanges we track, only Gemini and OKX US publish an Arkansas licence number on a page we could read.

Gemini’s Arkansas page lists money transmitter licences 113513 (Gemini Trust Company) and 132113 (Moonbase) and says USD is the fiat currency available. OKX’s US licences page, updated 15 September 2026, lists Arkansas money transmission licence 116440 for token-to-token and USD-to-token trades. Coinbase, Kraken, Crypto.com, Bitstamp and Gate US serve Arkansas without a licence number on a page we could read, and we could not open the Department’s licensee list, so we make no claim about whether they hold one.

Table of seven exchanges that serve US residents and the Arkansas money transmitter licence number each publishes on its own page. Coinbase: no Arkansas licence number on a page we read, limited; Gemini: MTL 113513 and 132113, limited; Kraken: no Arkansas licence number on a page we read, limited; OKX US: MTL 116440, limited; Crypto.com: no Arkansas licence number on a page we read, limited; Bitstamp: no Arkansas licence number on a page we read, limited; Gate US: no Arkansas licence number on a page we read, limited.

Crypto kiosks are licensed too. A law-firm summary from Orrick says Act 557 of 2025 (House Bill 1467) added kiosk rules to the Uniform Money Services Act: a $2,000 daily limit for new customers, refunds for new customers who report fraud, and a fee cap. Details such as the existing-customer limit differ between sources, so we do not repeat them.

Best crypto platforms for Arkansas residents

By our access score inside Arkansas, Gemini (8.4 out of 10), Kraken (8.3) and Coinbase (7.9) are the most open exchanges, Kalshi (7.3) the most open prediction market and Uniswap (8.0) the most open DeFi platform.

The score rates how fully an Arkansas resident can use each platform, not its fees or safety. It is the US score with Arkansas’s own limits applied: access status (4 points), the share of the platform’s products open in the state (3), the licences we hold on file (2) and what our geo-access test saw from a US address (1). No tracked platform has an Arkansas-specific cut. The method is on our methodology page.

Which platforms block or limit Arkansas residents?

None of the platforms we track, on the pages we could read. No exchange, prediction market or DeFi protocol named Arkansas as excluded or limited, so Arkansas residents get the same product list as the rest of the US.

The exclusions we did find name other states. Kraken serves every state except New York and Maine, and its onchain staking list includes Arkansas. OKX excludes New York and the US territories. Crypto.com calls only New York restricted in its help centre. Several pages, including Coinbase’s help and licence pages, would not load for us, so a silent page is not proof: we re-check the rows when a platform publishes a state list.

Kiosks are rules on machines, not on platforms: Arkansans can still buy and trade crypto online.

Who regulates crypto in Arkansas?

The Securities Department licenses money transmitters and kiosk operators, the General Assembly writes the rules, and the Attorney General issues opinions and consumer alerts. We could not open any of their sites, so this section relies on news and law-firm reports.

  • 1 August 2023, Act 851. Local governments may not discriminate against digital asset mining businesses, per Arkansas Business.
  • 14 April 2025, Act 557. The kiosk bill became law without the governor’s signature, according to Orrick.
  • 23 October 2025, Opinion 2025-073. The Attorney General’s advisory opinion on prediction markets, covered below.

Unsettled. Attorney General Tim Griffin’s Opinion 2025-073, dated 23 October 2025, says a Kalshi-style sports event contract is gambling and an unlicensed operator would break Arkansas law. It is advisory, and we found no lawsuit, cease-and-desist letter or court order against any platform.

SBC Americas reports that State Senator Bryan King asked for the opinion and that it says such a platform would need a licence from the Arkansas Racing Commission. We could not open the opinion on the Attorney General’s site. The opinion does not bind courts, and the pick lists above keep the US status for Kalshi and Polymarket. The federal side and other states’ cases are in our United States guide.

How is crypto taxed in Arkansas?

Arkansas taxes income at graduated rates, and from tax year 2026 the top rate is 3.7%, down from 3.9%. We found no Arkansas guidance written for crypto, so the state schedule applies to taxable income as for any other asset.

EY’s tax alert of 9 June 2026 says House Bill 1001 lowers the top individual rate from 3.9% to 3.7%, retroactive to 1 January 2026. We could not open the Department of Finance and Administration’s rate tables, so we do not list brackets. Federal capital gains rules, which decide what counts as a gain, are in our United States guide.
