Is crypto legal in Indonesia?
Yes. Residents may buy, hold and trade crypto through traders licensed by the Financial Services Authority (OJK), which took over supervision from the commodities regulator Bappebti on 10 January 2025. Paying for goods and services with crypto is not allowed.
Under the financial sector law of 2023 (P2SK), SSEK explains, crypto became a digital financial asset and its supervision moved to OJK, with OJK regulation 27 of 2024 setting the trading rules. In June 2026 Bareksa wrote that exchanges, clearing houses, custodians and traders all need an OJK licence, that client funds must be kept separate, and that a platform without OJK permission counts as illegal.
Bank Indonesia has not treated crypto as money. In January 2018 it said crypto is not a legitimate payment instrument under the Currency Act of 2011, which requires the rupiah for payments. OJK’s own site refused connections from our network, so the legal chain above comes from a law firm and the press, not from the OJK texts. The sections below cover who holds a licence, who is blocked, what is closed and how sales are taxed.
Which crypto exchanges work in Indonesia?
Twelve of the 14 exchanges we track serve Indonesia: ten without restriction and two, Gemini and MEXC, in part. OJK’s whitelist of 24 December 2025 named 32 firms, and Binance and Bybit each reach it through a local brand.
The whitelist, republished by the CFX exchange, has three infrastructure firms (the CFX bourse, the KKI clearing house and the ICC custodian), 25 licensed traders and four prospective traders. It says firms not on it lack the required licences. Counts move: later press lists show 25 or 26 licensed traders, so we quote the dated list. Local names include Indodax, Pintu, Reku, Triv and Upbit Indonesia.

Binance lists Tokocrypto (PT Aset Digital Berkat) on its licences page, with a Bappebti trader licence granted on 6 September 2024; Tokocrypto is also on the OJK list. Bappebti said in July 2024 that Binance itself was blocked on the web because it had no Indonesian business licence, and the same day the government blocked the Instagram accounts of Binance, Bybit, Bitget, KuCoin and MEXC. Our test loaded binance.com from an Indonesian address on 14 October 2026, so we record it available, but a test cannot see a block applied by Indonesian internet providers.
Bybit launched a local platform in July 2026 after buying a majority of PT Enkripsi Teknologi Handal, known as Nobi, Cryptometer reports. Nobi is on the whitelist. The report gives no stake or licence number, and we could not confirm whether bybit.com still serves Indonesians as well. We found no local licence for OKX or KuCoin.
Best crypto platforms for Indonesian residents
By our access score, Binance (9.0 out of 10) is the most open exchange for Indonesian residents, and Bitfinex, Bitget, Bitstamp, Bybit, HTX, Kraken, KuCoin and OKX follow at 8.0. Kalshi (8.0) is the only prediction market scored, and all six DeFi platforms tie at 8.0.
The score rates how fully an Indonesian resident can use each platform, not its fees or safety. It is computed from our data and moves when a row changes: access status (4 points), the share of the platform’s products open here (3), the Indonesian licences we hold on file (2) and what our geo-access test saw from an Indonesian address (1). Platforms that refuse Indonesian residents are not scored. The full method is on our methodology page.

Which platforms block Indonesian users?
Two exchanges, Crypto.com and Gate, and one prediction market, Polymarket, refuse Indonesian residents. Polymarket was blocked by the state, the exchanges by their own terms.
Komdigi, the digital ministry, blocked access to polymarket.com on 22 May 2026 as online gambling disguised as a prediction market (see the prediction markets section). Crypto.com lists Indonesia among the countries its App does not serve (list updated 12 May 2026), and Gate lists Indonesia among its restricted locations (user agreement of 22 July 2026). Gemini and MEXC are partial rather than closed, and are covered under products below.
What our geo-access test saw from Indonesia
From an Indonesian address on 14 and 16 October 2026 we tested all 22 platforms we track: 20 loaded with no barrier, Coinbase showed a notice and Gemini refused sign-up.
An open page is not permission, and a test address cannot see a block applied by Indonesian internet providers. That is why Polymarket loaded although Komdigi has blocked it since 22 May 2026, and why Crypto.com and Gate loaded although their terms list Indonesia. Gemini’s register page said it does not operate in Indonesia, and Coinbase’s home page said stocks and prediction markets are not available. Swipe through the screenshots below; each card says what the page showed.

Gemini refuses sign-up from Indonesia: its register page says it does not operate there
“Gemini does not currently operate in Indonesia.”

Coinbase opens, with a notice that stocks and prediction markets are not available
“Stocks and prediction markets not available in your jurisdiction.”

Indonesia is on the App list, yet the international site loads with no warning

Gate lists Indonesia as a restricted location, yet its home page loaded with no pop-up

Polymarket loads from our test address, although Komdigi blocked polymarket.com on 22 May 2026
Who regulates crypto in Indonesia?
OJK licenses and supervises crypto trading, Komdigi blocks sites and accounts, the tax office sets how sales are taxed, and Bank Indonesia keeps crypto out of payments.

- OJK. Licenses exchanges, clearing houses, custodians and traders and publishes the whitelist. SSEK reports that its regulation 27 of 2024 was followed by a transition: Bappebti could still grant licences until 10 January 2025, and existing licences stay valid.
- Bappebti. The commodity futures agency supervised crypto until January 2025. Its licences, such as Tokocrypto’s of September 2024, carried over.
- Komdigi. The digital ministry, formerly Kominfo, blocks access at the request of regulators. On 18 July 2024 it blocked the Instagram accounts of foreign exchanges without a licence, with Bappebti’s support, and on 22 May 2026 it blocked Polymarket.
- Directorate General of Taxes. Sets the final tax on crypto sales through ministerial regulation 50 of 2025 (see the tax section).
- Bank Indonesia. Bars crypto as a means of payment. We found no new crypto rule from it in 2025 or 2026.
Which crypto products are limited in Indonesia?
Paying with crypto is the closed use: Bank Indonesia says only the rupiah is a legal payment instrument. Beyond that, the limits come from platforms: Gemini offers perpetuals only, MEXC’s app is missing from Indonesian app stores and Coinbase’s page says stocks and prediction markets are unavailable.

- Payments. Bank Indonesia’s statement of January 2018 says payments in Indonesia must be made in rupiah. Trading and holding are separate and allowed through licensed traders.
- Licensing. Operating a platform without OJK permission is illegal, per Bareksa, which is why the whitelist matters to users.
- Gemini. Spot trading is not offered; Indonesia is on its perpetuals list only, and the sign-up page we loaded on 16 October 2026 said Gemini does not operate in Indonesia.
- MEXC. It says its app is not listed in Indonesian app stores; the website is not restricted.
- Coinbase. Our test on 14 October 2026 showed a notice on its home page that stocks and prediction markets are not available in Indonesia.
Are prediction markets legal in Indonesia?
Not in practice for Polymarket: Komdigi blocked polymarket.com on 22 May 2026 as online gambling and said it will block similar services. Kalshi lists Indonesia, but we found no ruling on it.

ANTARA reported that Alexander Sabar, the ministry’s director general for digital space supervision, said sites that take money bets on uncertain outcomes are online gambling even when they are packaged as prediction markets, and that the ministry would trace Polymarket’s social accounts too. The article cites no statute, only “applicable provisions”, so we state no penalty. Bitcoin.com News reported that the trigger was a market on whether President Prabowo would leave office early.
Polymarket now shows as restricted here. Kalshi lists Indonesia as served, but the ministry’s warning about similar services makes that row the least settled on this page. We found no bill on prediction markets, and the neighbours in the matrix above differ: Singapore and Thailand are restricted on both platforms, Malaysia and Vietnam on neither.
How is crypto taxed in Indonesia?
Selling crypto through a licensed Indonesian platform carries a final income tax of 0.21% of the sale value, and 1% through a foreign platform, since 1 August 2025. VAT no longer applies to the sale itself.

The tax office’s explainer on regulation 50 of 2025 says it took effect on 1 August 2025, that the 0.21% (income tax article 22, final) falls on the seller through a domestic platform and 1% through a foreign one, and that the exchange collects it. A foreign platform collects only if it has been designated; otherwise the seller must pay the tax directly. Selling crypto treated like a security is no longer subject to VAT, but VAT of 12% on 11/12 of the fee still applies to exchange services, and miners are taxed at the general income tax rates from tax year 2026.
Because the tax on the sale is final, the seller does not compute a gain on those sales. Crypto still held at year end goes in the annual return as an asset, under code 0399 “other investments”, the tax office says, and reporting it does not by itself add tax. We read the tax office’s explainers, which carry a disclaimer that they are their authors’ views, and not the regulation text, so confirm the filing with the office. In January 2026 OJK asked parliament to review the rate, with no government response reported, and the tax office lists Indonesia among 69 jurisdictions committed to the OECD crypto reporting framework from 2027 or 2028.
