Lighter’s terms of service, last updated on 29 December 2025, state that its services are not available to people or entities that reside, are located or are incorporated in the United States, Canada, the United Kingdom, China, North Korea, Russia, Ukraine, Cuba, Iran, Venezuela or Syria.

Each of the 11 countries is restricted for Lighter at high confidence, with the terms as the source. Countries the terms do not name stay unknown, and the barring of some sanctioned countries from specific Lighter products is recorded in its own rows rather than as a general ban.
