Binance publishes a List of Prohibited Countries that its Terms of Use refer to. The version in force is marked “Updated: 5 January 2026”.
The document sorts the excluded places into groups. The first covers anyone located in, incorporated in, resident in, a citizen of, or operating in the United States. The second covers anyone located, incorporated or resident in Canada or the Netherlands. A third group lists sanctioned jurisdictions, among them Cuba, North Korea and Iran.
Binance says the list can change at its discretion without prior notice, so the date on the document is the only reliable marker of when it last changed. The document does not say which entries were new in this version.
What changes in our data
Canada is restricted for Binance at high confidence, with this list as the source. The Netherlands is also restricted in our dataset: Binance left the Dutch market in July 2023, and existing users there can only withdraw.
