The EU’s ban on transactions with HTX took effect on 23 August 2026. Regulation (EU) 2026/1848, adopted on 23 July, lists HTX (Huobi Global SA) in Annex XLV, Part A, with an entry-into-force date of 23 August 2026.

What changed

  • A listed entity. Annex XLV covers credit and financial institutions and entities providing crypto-asset or payment services outside the Union that significantly frustrate the Russia sanctions.
  • The prohibition. The regulation’s recitals say the Union prohibits any transaction between listed entities and Union operators. Union operators are therefore barred from dealing with HTX.
  • Existing exclusion. HTX’s user agreement already bars EU member states, so the sanctions add a legal ban on EU firms rather than a new product change.

What changes in our data

HTX is restricted in all EU member states at high confidence. The reason now cites both the user agreement and the sanctions listing. The United Kingdom was already restricted; see our UK notice entry.
