The Council of the European Union adopted Regulation (EU) 2026/1848 on 23 July 2026, amending its Russia sanctions framework (Regulation 833/2014). It enters into force the day after publication in the Official Journal.
What the regulation does
Among many other measures, it adds entries to Annex XLV, Part A, the list of credit and financial institutions and entities providing crypto-asset or payment services outside the Union that significantly frustrate the sanctions. It adds 17 entries. Eleven take effect on 23 August 2026, including HTX (Huobi Global SA), Rapira, BitPapa and EXMO. Six, including Sberbank India and the A7 Nigeria and A7 Africa entities, take effect on 13 August 2026. The recitals say the Union is prohibiting any transaction between such entities and Union operators.
What changes in our data
HTX is restricted in every EU member state at high confidence, citing this regulation alongside HTX’s own user agreement. See the separate entry for the effective date. No other platform we track appears in the annex.
